Missions and organization

The Rhone Mediterranean Corsica Agency is a public establishment within the Ministry for the Environment, dedicated to water protection. It collects fees paid on water by all users. Every euro collected is re-invested with local authorities and economic and agricultural stakeholders to fight pollution and improve the use of available water, through a multi-annual intervention plan. The water agency also organizes consultation with local stakeholders and produces and distributes knowledge about water.

MANAGING SPECIFIC WATER TAXATION TO FINANCE PROJECTS

To finance its actions, the water agency collects fees for pollution and using water, from water users.
The money collected is redistributed as financial aid to local authorities, industrialists, farmers and associations to fund research and works. This aid contributes to waste water management, protection of water collection, renaturation of degraded rivers, protection of wet zones and the reduction of toxic discharges...

IMPLEMENTING GOVERNANCE AND MOBILIZING TERRITORIES

The agency encourages local stakeholders to adopt collective, concerted approaches (SAGE, river or bay contracts ...) harmonize usages (drinking water, irrigation, leisure pursuits ...) and preserve the environment. It mobilizes stakeholders and provides expertise for the promotion of innovation.
The agency also organizes consultation between local authorities, users and the State on water policy. This is based on two basin committees, Rhone-Mediterranean and Corsica, which are genuine “water parliaments” made up of representatives of decision-makers and all categories of water users.

PRODUCING AND DISSEMINATING KNOWLEDGE ABOUT AQUATIC ENVIRONMENTS 

The agency produces and disseminates studies and data about water. These resources are useful for public sector and private stakeholders working to preserve water. They also enable the agency to evaluate the efficiency of its intervention policy.

AN APPROPRIATE ORGANIZATION FOR A VAST AREA OF INTERVENTION

The area of jurisdiction covers two hydrographic basins: Rhone-Mediterranean (Saone-Rhone, the coastal rivers of Languedoc-Roussillon, Provence-Alpes-Côte d’Azur and the Mediterranean coast) and Corsica.

The agency has a Head Office and 4 regional sub-offices to ensure its action is efficient across this area.

The Head Office departments, located in Lyon, steer the intervention program and produce and disseminate data on water quality and technical knowledge, conduct research and assess the efficiency of policies.

The four sub-offices, located in Lyon, Montpellier, Besançon and Marseille, coordinate and implement the agency’s policy for the area. They process all applications for aid and clear fees. They represent the agency locally and coordinate the basin’s area commissions (CTB).
